Keep in mind my science and engineering knowledge is culled from years of reading comic books, but what if you used an actual platform, instead of what looks like a buoy, couldn’t you also use the surface area not being used by the turbine for concentrated solar cells? And while you were at it, use the under side of the platform for wave turbines. You could have a platform generating 3 types of energy that way. Use the space as efficiently as possible!
